Its the fact that people were controled on a extremly high level. Not to mention just living and staying alive was a all day job. People didnt have hours to sit around thinking of ideas like so many people do now. So much history has already been destroyed we may never really know how smart some of those people were. But remember ideas come from somewhere so for all we know those stupid people could have came up with the ideas of our base laws and systems we use today. They just may not have had the resources to act on those ideas to the fullest. Like i said we may never know because of how much history has already been destroyed.
